Waltz, Ernst Introduce Bill to Increase Cooperation in the Indo-Pacific to Counter Chinese Influence

On Friday, U.S. Congressman Mike Waltz introduced the Connecting Oceania’s Nations with Vanguard Exercises and National Empowerment (CONVENE) Act of 2023, a bill aimed at increasing cooperation between the United States and Indo-Pacific nations to counter the Chinese Communist Party (CCP) and other malign influence. U.S. Senator Joni Ernst is introducing companion legislation in the Senate.

The bill focuses on establishing national security councils for each of the Compacts of Free Association (COF) nations, including the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. Congressman Waltz emphasized the urgency of this legislation, stating, "China’s blatant disregard for international and maritime law underscores the urgency for a national security partnership between the United States and COFA nations to deter further interference and threats from China to their people, infrastructure, and territory."

Senator Ernst also highlighted the need for action, stating, "China’s aggressive activity throughout the Indo-Pacific necessitates U.S. action. Through increased coordination, my effort strengthens cooperation in the region and helps expose and counter Chinese coercion. Before a crisis arises in the Pacific, we must ensure our relationship with these islands is not corrupted by the CCP."

The concern over China's influence in the Indo-Pacific region is shared by many. The bill introduced by Congressman Waltz and supported by Senator Ernst aims to address and deter the growing threat posed by China. By establishing national security councils and strengthening ties between the United States and the COF nations, the legislation seeks to protect the interests and security of all parties involved.
