WASHINGTON, D.C. – U.S. Congressmen Mike Waltz (FL-06) and Congresswoman Chrissy Houlahan (PA-06) have joined forces to introduce bipartisan legislation aimed at safeguarding and expanding Junior Reserve Officers’ Training Corps (JROTC) programs across the nation.

Waltz emphasized the significance of JROTC programs in fostering civic engagement among youth and addressing military recruitment challenges. He stated, “Our JROTC programs help promote civic participation amongst our youth and help address the recruitment shortfalls our military faces today.” Waltz also highlighted the need for more JROTC programs, pointing out that the current number of 3,499 programs in operation falls short of the Congressionally authorized limit.

The proposed bill seeks to enhance accessibility to JROTC programs by reducing the minimum enrollment threshold required to maintain a program at schools. Waltz explained, “Our bill would lower the threshold for the number of students needed to maintain a JROTC program at schools from 100 to 50 students, and therefore, increase the number of programs across the country. The more programs available to students, no matter their size, the better.”

Congresswoman Houlahan echoed Waltz’s sentiments, expressing concern over the insufficient enrollment in Air Force JROTC programs. She remarked, “When 23% of Air Force JROTC programs aren’t meeting cadet enrollment requirements, it’s pretty clear the status quo isn’t working.” Houlahan, a veteran and former teacher, was particularly dismayed by the closure of the Phoenixville Air Force JROTC program and commended the community for rallying in support of the initiative.

Houlahan credited the bipartisan bill to the collective efforts of students, parents, educators, and community leaders advocating for the preservation of JROTC programs. She acknowledged the importance of securing ongoing support for JROTC programs and expressed gratitude to Rep. Waltz for his collaboration on the legislation.

The Preserving JROTC Programs Act aims to address the enrollment challenges faced by JROTC programs by reducing the minimum threshold required for program maintenance from 100 to 50 students. The bipartisan initiative underscores the commitment of Waltz and Houlahan to safeguarding JROTC programs as vital pathways for young Americans interested in serving their country.
