Palm Coast-Flagler Regional Chamber of Commerce issued the following announcement on March 21.
The Flagler County Board of County Commissioners (BOCC) found extraordinary circumstances exist and unanimously approved a school impact fee increase to $5,450 for single-family homes, $1,360 for multi-family homes and $2,150 for mobile homes.
Because the BOCC found that “extraordinary circumstances” exist, the new School Impact Fee amount will be implemented on September 1, 2022.
Originally, Flagler Schools proposed a $7,175 school impact fee for single-family homes. The Flagler Home Builders Association and several chamber members expressed concerns about the original amount and other issues. As a result, a lower fee was approved.
Also of note, the BOCC said a little-known, but significantly important issue for the construction industry, known as mitigation, will need to be resolved prior to the impact fees being officially implemented. Mitigation is something the School District has been forcing the construction industry to adhere to over the past year or so. This process requires builders and developers to pay all impact fees for the entire development up-front (usually hundreds of lots), which significantly increases the cost of housing (as opposed to paying the fee at the time of building permit issuance).
