Flagler County will issue local permits for dune walkover construction and repair activities related to Hurricane Ian recovery based on the Emergency Final Order issued by the Florida Department of Environmental Protection (FDEP). This order relates only to emergency authorization for dune walkover repairs made necessary by the storm.
“In times of emergency – like we are in now following Tropical Storm Ian – the FDEP delegates certain of its permitting authority to the local governments,” said Growth Management Director Adam Mengel. “Flagler County will limit the issuance of local permits for the following activities related to hurricane recovery and repair.”
Parcel owners within unincorporated Flagler County can contact the county’s Building Department at 386-313-4003 for repairs to surviving beach/dune walkovers. Walkovers must be substantially intact, and the repair will need to adjust the seaward end point of the walkover to a more landward location to adjust for the changes in the shoreline topography and native salt-resistant vegetation patterns.
All work under these requirements must be completed within 90 days of the issuance of the County’s permit or the expiration of FDEP’s order authorizing this work, whichever occurs first.
Coastal Construction Control Line (CCCL) permitting for other activities continues to be under the authority of FDEP.
