County of Flagler issued the following announcement on November 8.
Flagler County has been considering the use of impact fees payable by new growth to fund capital improvements needed to serve that new growth and contracted with the firm of Tindale Oliver to conduct an Impact Fee Study. Flagler ranks among the top 10 counties in Florida for growth, which is projected at 1.5% annually. The study focused on the impact of that growth within the unincorporated area of the county on transportation, parks and recreational facilities, law enforcement, public buildings, library facilities, and fire rescue and emergency medical services.
Similarly, the Flagler County School District engaged a consultant, Tischler Bise, to evaluate whether and how much educational facilities impact fees should be increased. Educational facilities impact fees will ultimately require approval by Flagler County for collection countywide.
For all types of impact fees, there must be a demonstrated need, and the proposed rates must be based on the anticipated impacts from the new growth as provided in the studies.
